HOW THE EXCHANGE HELPS

Receiving-site partnerships and source project connections

Receiving-site partners share their beneficial purpose, soil quality requirements, quantity, capacity, schedule and approval status. We review those needs alongside source project inquiries to explore potential matches across Southern Ontario.

Define the beneficial purpose

A reuse site is a location where excess soil may be placed for an identified beneficial purpose connected to an undertaking. The proposed use should require the quantity being placed, and the soil must be appropriate for the site's conditions and applicable standards, instruments or approvals. Filling land without a beneficial purpose is not automatically reuse.

Describe the receiving project's needs

Share the project purpose, placement area, location, required soil quality and quantity, available capacity, schedule, site access and approval status. If a Qualified Person (QP) assessment, site-specific instrument or written acceptance criteria are available, note that in your inquiry. The receiving operator decides whether to accept each proposed source.

Match receiving needs with source projects

We review receiving requirements alongside source project details. When initial material information, timing and location appear relevant, we may introduce the parties so they can complete technical and regulatory checks. A potential match does not replace those checks, confirm acceptance, or authorize transport or placement.

Apply the right soil quality standard

Applicable standards depend on the source material, receiving-site conditions and proposed use. Tables such as Table 2.1 and Table 5.1 serve different contexts; naming a table does not establish that soil is suitable at a particular location. A QP may have a defined role in assessing requirements, and the receiving operator must confirm the criteria for its project.

Partner terms and service areas

We connect source and receiving projects in Niagara Region, Hamilton and the Greater Toronto Area. Commercial terms, including any commission, are agreed separately with a receiving-site partner before a completed soil movement. No placement, transport or payment is authorized by an inquiry alone.
